Il progetto, intitolato “progetto FederImmigra”, sarà realizzato all’interno di una cooperazione tra azienda e si propone la finalità di promuovere l’ideazione, la messa a punto, la sperimentazione, la valutazione e la diffusione di una metodologia innovativa specialized type of inherent foreigners in Italy in order to obtain an advantage in economic and social terms.
The audience for this project are the foreigners, small and medium enterprises. Within the organization we will study the possibility of creating new professional and specialized at the same time also use information and communication technologies made available by the project partners.
In essence, it is to develop a comprehensive training archetype able to operate an adequate transfer of knowledge-oriented in terms of content, on topics and issues of vocational training, specialization and Italian language courses in collaboration con associazioni di Volontariato,Istituzioni nazionali e locali ed i Consolati dei vari Paesi.

Prevalentemente gli i immigrati buildings are oriented towards small (50-60 sqm), situated on the outskirts of cities or countries. Mortgages are more likely to ask those living in the north, "because-we read in the study - a more stable economic and social condition." The 71% of foreign borrowing to cover between 80% and 100% of the price of the house. They call on average € 127mila, little more than the Italians (the national average is 124mila €), but with significant differences between one community and another, ranging from € 107mila paid an average of Moroccan citizens, the Filipinos 158mila .
Immigrants choose types of mortgages very long and riskier than the Italians. 95% will pay the debt in more than 21 years, in 30 years, 78% of the time. A lord it are adjustable rate mortgages (87.2%), the demand for which is rising, followed by flexible or mixed rate (6.9%). "Compared to Italians - Kiron note - you highlight a selection of products to certain types of riskier. Foreign nationals are in fact more" optimistic "of Italian citizens and show an approach to debt less inhibiting and restrictive."
The market is important and growing, but now requires intervention by the banks. According
Kiron "The offer must be differentiated by cost and suitable for the needs and characteristics economiche e si dovranno modificare i parametri relativi alla valutazione del merito creditizio.È necessaria – si aggiunge - una attività di implementazione delle banche dati, che attualmente si basano su parametri e dati che si riferiscono ai cittadini italiani, che come è evidente,non corrispondono alle diverse caratteristiche proprie dei cittadini stranieri".
Scenari immobiliari futuri
È il profilo dell'immigrato che Buy house, an increasingly important figure in the Italian property market.
As stated in the 2007 report recently published by Immigrants and Home Real Estate Scenarios, in the last three years the trades that have had an immigrant as a buyer increased by 19 percent to in 2006, the 131mila units (16.3% of all transactions concluded in the residential market). Higher growth in turnover (value of homes purchased) that, from 2004 to 2006, increased by 50 percent, from 10.2 billion to 15.3 billion euro.
If the housing market remained stable in 2007 the share trading is expected to reach 142,000 (+8.4%) for 17.5 billion euro expenditure (+14.4%) while the next two years, a sale should be completed in five Italian immigrants.
The main obstacles for immigrants who want to buy a house costs are high (the available budget is between 100 thousand and 130 thousand euro) and the scarcity of supply. The search times of the dwelling have increased considerably, especially a year now and range from six to nine months (about 20 percent more for the Italians).
In the course of just three years the average expenditure on housing increased by 25.8 percent, rising from € 93mila to 117mila, and forecasts for 2007 see a further increase up to € 123mila (+5.1 per percent).
Il 27,5% degli acquisti regards apartments between 80 and 100 meters while only 5.1% relates to houses over 120 meters. When choosing a home is increasingly urgent demand for efficient public transport network and the ability to be connected to good jobs. Immigrants
buy predominantly in the north (in 73.2% of cases in 2006) and the Centre (21.5% of the total) and South (5.3%) represent only one quarter of sales. In Rome, 22.5% of homes purchased were chosen by immigrants (but will be 24.7% in 2007 according to the survey), while in Milan compraven say the percentage of the total immigrants in 2006 was 10.5 % (will drop to 9% in 2007).

a.Il Microcredito
Micro-credit schemes provide alternatives for these micro-enterprises and in a sense, are comparable to loans.
fact, the problem of finding resources to start a business is common to both the profit sector and to non-profit, but the latter is made particularly painful by the very limited opening that offers the traditional circuit of credit.
resources must then be collected by other means and may be critical knowledge of local interest loans to public institutions, national or international projects to provide strong value social. A privileged port of entry to this world wide and a bit 'messy is represented by www.ideaetica.it: site goal is to support projects with ethical characteristics promoted by associations, cooperatives, organizations of various kinds, including businesses and government agencies including: the support is declined for information, consulting and in terms of visibility, making it possible to get in touch with an audience particularly interested in initiatives with these requirements. It 'a real ethical incubator projects, like the caption that accompanies the logo on the home page.Fra the most important resources of ethical idea is obviously the database on subsidized loans regional, along with the service on European tenders.
The site updates on new legislative and regulatory, administrative and tax also has a detailed review of legislation and an archive of case studies, a valuable tool for comparison, sorted by type of organization involved (non-profit association, municipality , cooperative, school, sports club etc..) and refer to the categories of persons (disabled, youth, women, teachers, unemployed) have any doubt, for example on some requirement to be satisfied, on submission of applications to participate in ' allocation of funds or anything else, you can send your question via the web: will an answer which will be added to the archive and then will be to the benefit of all users of the site.
To illustrate why this? Very Simple Idea
ethics launches a concrete proposal: the creation of a microcredit company SOLIDARITY SPA, a reality that was created to respond to requests for financial support from certain kinds of subjects "weak" who find it difficult to access the ordinary channels of bank credit. Although an aim to social content, "Microcredit Solidarity spa" does not aim to make the charity a grant. The initiative has already been implemented in Italy, in some areas but not in character nazionale e sistematico.

a.analisi
of migration The migration is prior to the appearance of 'man on earth, as is clear from historical records of paleontology. today, the scenario of migration of the animal tents, despite the climatic upheaval, to stay smooth and steady, not a concern except for cases of zoonoses.
Il ministero of Health has launched a comparison with the Region of Lazio, IRCCS 'Hospital Physiotherapeutic Institutes ", WHO and other institutions responsible for the establishment of a national reference center for the promotion of health of migrant populations and contrast diseases of poverty. "
The new center will have as main objective to enhance the skills of medical and scientific community in the face of Italian growth of migration that can feel represented a significant risk of spreading diseases infrequent and often poorly co recognition in Italy and Europe and to ensure, throughout the national territory, its promotion and equity of health to millions of people straniere che in parte diverranno nuovi cittadini italiani e che sono comunque residenti in Italia.
b-motivi a sostegno
Le conseguenze profonde e durature causate dall’invecchiamento della popolazione presenteranno opportunità e sfide per tutte le company and represent one of the principal objects of study and action by the United Nations.
Population aging is unprecedented in human history: in 2050, for the first time, the number of elderly people in the world will exceed the number of young people (the weight percentage is respectively equal to 20.1% and 21 , 4%), however, this epochal change in the ratio between young and old has already begun in the more developed regions of the planet since 1998.
For at least the next twenty-five years, the older population is expected to grow at a faster rate than other age groups.
E 'provided that the TFT (total fertility rate) of developed countries to decline from 1.58 children per woman in 1995-2000, to the first, 56 in 2005-2010 before rising slowly to 1.85 children per woman in 2045-2050, still below the threshold of change, in mind in developing countries, this rate will slow in the period 1995-2050 from 3.11 to 2.04 by the UN report (World Population Ageing 1950-2050) .
c.Il TU Immigration
The Consolidation Act on Immigration to the relevant health care to foreign nationals residing in the country, identifying three distinct categories of beneficiaries:
- foreigners enrolled in the National Health Service
- foreigners enrolled in the National Health Service
- foreigners who come to Italy for treatment.
The Ministry of Health Circular No 5 of 24 March 2000, published in June 1, 2000, has provided useful information for the health of the alien in the same division into three categories of foreign recipients of health care:
1) enrolled in the health service national law (Article 34 TU immigration).
Registration can be mandatory or voluntary.
Registration is required for all foreigners and their families dependents residing legally (excluding dependents of foreign students and au pairs), holders of residence permit for reason of:
a) paid employment;
b) registration as unemployed;
c) family ;
d) political asylum;
e) humanitarian asylum;
f) request for asylum (which is not party to the expense of medical care provided);
g) waiting for adoption and foster care;
h) acquisition of citizenship.
Foreign nationals entered the national health service must have equal rights and duties with respect to Italian citizens regarding the payment of contributions, health care delivered in Italy by the NHS and its temporal validity.
Registration is made at the ASL of residence or stay (as indicated on the permit) and is valid until the expiry of the permit. To enroll sufficient residence permit, social security number and proof of address (replaceable, if the alien is a resident with a written declaration of his habitual residence).
If an alien has not yet formalized its entry, this does not in any way unable to benefit from: indeed, the registration will be done ex officio. In fact, enrollment in the National Health Service follows directly the issue of residence permit ed, in tal caso, il diritto all’assistenza sanitaria retroagisce a partire dalla data di ingresso dello straniero in Italia.
L’iscrizione volontaria è prevista for foreigners, and their dependent family members (excluding dependents of foreign students and au pairs), legally resident in Italy that does not belong in the case of compulsory national health service are, however, obliged to take out or a private insurance policy or to enroll voluntarily in the NHS.
Voluntary registration is not allowed to foreigners who hold a residence permit for less than three months, except for students or au pairs that may require registration even for shorter periods. The Consolidated
immigration and the implementing regulation provide, as regards categories of foreigners interested to voluntary, that the same subjects at the time of the withdrawal of a residence permit must present documentation showing the Police's obligations relating to health.
In this case, the local health authority, upon presentation of the "slip" and the receipt of payment of the contribution, will proceed to put the stranger, but, unlike the assumption of compulsory, the effectiveness of health care is working only after the presentation to the ASL of a residence permit.
2) foreigners who are not enrolled in the National Health Service (Article 35 TU immigration).
a) cure ambulatoriali ed ospedaliere, urgenti o comunque essenziali, ancorché continuative, per malattia ed infortunio;
b) interventi di medicina preventiva e di prestazioni di cura ad essa correlate (Care during pregnancy and motherhood, protection of minor's health, vaccinations, preventive interventions, treatment and diagnosis of infectious diseases).
The benefits are provided without charge to foreigners, those without economic resources, subject to the expenditure shares on an equal footing with Italian citizens. The state of poverty can be confirmed by a self-made health institution providing the assistance.
Foreigners who are not in accordance with the rules of the stay must apply to the competent structures of the ASL, to issue the identification code "STP", valid throughout the national territory, with a duration of six months, after which it will be required the renewal of actual residence to the ASL.
The certificate on which the code must be presented at the request of the ASL to provide health services in case of loss it may be asked for a duplicate at any defense of ASL authorized to issue such a document.
access to health facilities with no obligation of reporting to police authorities, except in cases where the required medical report, on an equal footing with Italian citizens.
In the section on treatment of aliens not covered by the NHS, Article 35, paragraph 2 of the Consolidated Act on Immigration states that affect the rules governing health care to foreigners in Italy on the basis of reciprocity treaties and international agreements signed by Italy. These are people who have the right provision in Italy for the provision of health care: EU citizens, under the treaties and regulations of the European Community, and citizens of other countries with which Italy has signed bilateral or multilateral agreements in this sense.
3) foreign citizens who enter Italy on the grounds of care (Art. 36 TU immigration).
There are three different cases:
a) the foreigner applying to the Italian Embassy for the issue of entry visas on the grounds of medical care. To this end, the alien shall file a declaration of the Italian health care facility chosen to indicate the type of treatment, the start date and estimated duration of treatment, a certificate of deposit in favor of the health facility chosen, a sum by way of security deposit 30% of the total estimated cost of the services required, and evidence, including a guarantor, the availability of sufficient resources for maintenance costs in Italy;
b) an alien who is transferred for treatment in Italy in humanitarian intervention;
c) the alien to be transferred to Italy in programs of humanitarian intervention regions.
The Home Office Circular 11 July 2000 adopted the provisions of jurisdiction following the publication in the Official Circular of the Ministry of Health No 5 / 2000.
In the circular of the Interior states that in the case of foreigners required to enroll in the National Health Service (grant or renewal of residence permit for employment, for registration as unemployed, self-employment, for family reasons, for political asylum on humanitarian grounds for requesting asylum, waiting for adoption, foster care, acquisition of nationality) should not be required to register prior to the NHS since the same will be formalized following the release of a residence permit.
The fulfillment of obligations on health care must be applied only to those who enroll voluntarily in the NHS, which may then request a provisional listing based on the receipt of application for a residence permit, registration who completed following the presentation to the ASL residence permit.
The circular also provides that membership in the NHS is barred to foreigners in possession of a residence permit for less than three months, who are obliged to take out special insurance policy with an Italian or foreign institution
11.Costituzione associations of foreigners in Italy
The Forum was born from the Country to ensure maximum participation in the development of issues related to immigration.
It is an important initiative in the animation project started as a requirement of the territory and the immigrants themselves to start a fruitful collaboration between the various foreign communities themselves and between them and the districts they serve in order to avoid the phenomenon of segregation, often now because of the closure of the immigrant community with respect to civil society.
In Italy the conditions of immigrants are overall worse than in other European countries. *
legally resident immigrants are poorly protected in their rights guaranteed by the laws and international and European conventions. *
is not ensured social mobility of immigrants, namely the transition from one job to another employee or self-employment or study,
* There are difficulties for self-employment: l · barriers to enrollment in professional associations, for 'establishment of cooperatives of immigrant workers.
* • access to the house is not ok to equal terms with the Italians. *
no forms of exploitation and protection of language and culture of origin. *
associations immigrants are discriminated against in ° Scope of the same immigration policy.
* does not exist either at national or 'local representation of immigrants also advisory.
* there is no prospect of effective integration of citizenship.
Unlike other European countries, there is no route to host and care for the displaced and refugees.
Work in steps from in favor of the resolution of problems arising from immigration tion was always directed to involve, from the beginning, the immigrants of most ethnic groups in the area in the various decisions and actions study and research. Nevertheless, it appears useful to characterize
this commitment by establishing a special department that deals more directly with the study of various problems arising from the presence of various ethnic communities in the territory in order to highlight the institutions.
The purpose sought by the initiative, then, are the following:
promote the integration of all immigrants trying to help eliminate social and cultural barriers with civil society;
develop a series of study and research legislative, seminars and covegnistico to set about solving the problems of social integration of the various communities foreign
spread the knowledge of the various problems of immigrants at national and local institutions in order to identify possible solutions;
present itself as a center for meeting and gathering in the name of the common interest of all immigrants to contribute to fulfilling the social function concrete socio-cultural insertion of foreign residents in Italy with the collaboration of a number of other Italian and foreign highly skilled;
and more ....

10.Assistenza multi-specialized medical centers with doctors' surgeries and clinics
a.analisi
of migration The migration is prior to the appearance of 'man on earth, as is clear from historical records of paleontology. today, the scenario of migration of the animal tents, despite the climatic upheaval, to stay smooth and steady, not a concern except for cases of zoonoses.
Registration is required for all foreigners and their families dependents residing legally (excluding dependents of foreign students and au pairs), holders of residence permit for reason of:
a) paid employment;
b) registration as unemployed;
c) family ;
d) political asylum;
e) humanitarian asylum;
f) request for asylum (which is not party to the expense of medical care provided);
g) waiting for adoption and foster care;
h) acquisition of citizenship.
2) foreigners who are not enrolled in the National Health Service (Article 35 TU immigration).
a) cure ambulatoriali ed ospedaliere, urgenti o comunque essenziali, ancorché continuative, per malattia ed infortunio;
b) interventi di medicina preventiva e di prestazioni di cura ad essa correlate (Care during pregnancy and motherhood, protection of minor's health, vaccinations, preventive interventions, treatment and diagnosis of infectious diseases).
There are three different cases:
a) the foreigner applying to the Italian Embassy for the issue of entry visas on the grounds of medical care. To this end, the alien shall file a declaration of the Italian health care facility chosen to indicate the type of treatment, the start date and estimated duration of treatment, a certificate of deposit in favor of the health facility chosen, a sum by way of security deposit 30% of the total estimated cost of the services required, and evidence, including a guarantor, the availability of sufficient resources for maintenance costs in Italy;
b) an alien who is transferred for treatment in Italy in humanitarian intervention;
c) the alien to be transferred to Italy in programs of humanitarian intervention regions.
